1. AFTER MORE THAN 38 YEARS OF LOYAL AND DISTINGUISHED SERVICE WITH THE CANADIAN ARMED FORCES, CWO S.F. BASE WILL RETIRE ON 05 SEP 18.

2. CWO BASE, BORN IN SCOTLAND, IMMIGRATED WITH FAMILY TO GUELPH, ONTARIO. HE ENROLLED IN THE CANADIAN FORCES COMMUNICATION RESERVE IN 1980 AS A RADIO TELETYPE OPERATOR, 709 COMMUNICATION REGIMENT TORONTO ONTARIO. AFTER SERVING FOUR YEARS WITH THE RESERVES, HE OCCUPATIONALLY TRANSFERED TO THE REGULAR FORCE IN 1984 AS A RADIO OPERATOR MOC 211. AFTER COMPLETING HIS TRAINING, HE WAS POSTED TO 4 CANADIAN MECHANIZED BRIGADE GROUP, HEADQUARTERS & SIGNAL SQN, LAHR GERMANY.

3. UPON RETURNING TO CANADA, CWO BASE SERVED IN A VARIETY OF UNITS; CANADIAN AIRBORNE REGIMENT 1ST SPECIAL SERVICE FORCE, 1ST BATTALION, THE ROYAL CANADIAN REGIMENT, 2 CMBG HQ & SIG SQN, CANADIAN FORCES SCHOOL OF COMMUNICATIONS AND ELECTRONICS, 705 COMMUNICATIONS SQUADRON (REGULAR FORCE TRAINING ADVISOR), LAND FORCE CENTRAL HEADQUARTERS, TORONTO (CHIEF COMMUNICATIONS OPERATOR) CANADIAN FORCES JOINT SIGNAL REGIMENT, KINGSTON (1 LINE SQUADRON SERGEANT MAJOR), COMBAT TRAINING CENTER, GAGETOWN (G3 TRAINING AND DESIGN), CANADIAN SPECIAL OPERATIONS FORCES COMMAND (CHIEF COMMUICATIONS OPERATOR), CANADIAN JOINT OPERATIONS COMMAND, COMMAND CHIEF COMMUNICATIONS OPERATOR,

CWO BASE HAS DEPLOYED TO A WIDE VARIETY OF EXOTIC LOCATIONS THROUGHOUT HIS CAREER MOST NOTABLY WITH UNPROFOR CROATIA, TASK FORCE KABUL MULTINATIONAL BRIGADE GROUP, HQ & SIG SQN, 2 MECHANIZED BRIGADE GROUP TASK FORCE KANDAHAR AS THE CHIEF COMMUNICATIONS OPERATOR AND SIGNAL SQUADRON SERGEANT MAJOR AND FINALLY REGIMENTAL SERGEANT MAJOR, 1ST NATO SIGNAL BATTALION, WESEL, GERMANY.

5. HE WILL BE RETIRING IN ASHTON AREA WITH HIS LOVELY WIFE, AND FAMILY, WHERE HE WILL SETTLE DOWN AND ENJOY RETIREMENT.

6. A JOINT DEPART WITH DIGNITY CEREMONY WILL BE HELD TO HONOUR BOTH CHIEF WARRANT OFFICER S.F BASE AND CWO K. PARENT FOR THEIR SERVICE ON 24TH AUGUST AT THE LEITRIM MESS, STARTING AT 1130 HRS. I just found out abou your retirement. It was so great to work with and for you Steve, as part of CTC G3 TRAINING AND DESIGN SIGNALS. As I was the solo member of the team in Kingston, you were always there on the other end to rationalize and assist with the chaos of SIGS, CFSCE, Leitrim, and 291’rs. I really appreciated your mentorship, and deepest respect. If you’re ever on Vancouver Island let me know.

Very sorry I won’t be able to attend this event.

CWO Base was one of the most operation/result focused member of the CAF I’ve had the pleasure to work with.

I will always remember my last years at CFJSR, where I had the opportunity to work with you. It was great to have someone I could trust would always stick up for us and, help planning missions and integrate capabilities from CJOC.
I can testify that some of them would have never happen or, have been a nightmare without Steve’ input. I even remember submitting a last minute WGS Satellite Access Request (SAR) to Steve after hours one day, for one of the TAT and, getting the Satellite Access Authorization (SAA) by 7AM the next morning! A process that is now said to take up to 60 days…

I regularly use my experiences with Steve as examples of operational dedication while teaching SATCOM systems at CFSCE and I’m sure he was a great mentor to anyone who he was in contact with him as well.

Again, thanks for your great example of dedication to the mission and, I will always feel as I owe you some so, never hesitate to drop by when you’re around Kingston and/or ask if you ever find something I could help with…

I met Steve whilst mounting my 1st SigOp Apprentice serial in Kingston. With no (as in zero) arrangements having been made prior to our arrival, the PPS locker was physically bare. Steve called me over into his lines and opened his stores room and simply said “use whatever you need and replace it when your stores are delivered”.

Simply stated, Steve Base is the most professional Snr NCO and gentleman I have had the distinct pleasure of knowing.
