Branch Leader Change-of-Appointment Ceremony
National Defence Headquarters (NDHQ)

On Tuesday, 12 May 2020, Major-General François Chagnon, OMM, MSM, CD, Late RCCS officially relinquished his appointment as C&E Branch Leader and transferred the position to Brigadier-General James Lambert, CD, Late RCCS. The small ceremony was attended by the Colonel Commandant: Brigadier-General Kevin O’Keefe (Retired); the Branch Advisor: Colonel Stephane Roy; and the Branch Chief: Chief Warrant Officer Gilles Philibert.

MGen Chagnon held the office of the Branch Leader during his tenure as COS(IM), CAF J6, and Cyber Force Commander. During his time, he set in motion a series of Branch initiatives such as the revised Branch Standing Orders (BSO), the Strategic Outlook (3-5 year event management plan), and ordered the re-drafting of governance documents needed to guide the varied roles and appointments in the C&E Family such as the Senate and Branch Advisory Council (BAC).

BGen Lambert assumes the role of Branch Leader and senior serving Signal Officer as he takes the appointment of Director General Information Management Operations (DGIMO). BGen Lambert brings a wealth of experience and capability to the appointment: his more recent portfolio includes Commandant of CFSCE, Commander of 7 Communication Group, Deputy DG Cyberspace, and DG Intelligence Enterprise at CFINTCOM. Feeling honoured and privileged, BGen Lambert intends to further the Branch by building upon the ongoing successful initiatives and by dedicating time and effort to the most noteworthy aspect of the C&E Family: its people.

On behalf of all the C&E Branch members, the C&E Branch Leadership Team would like to thank MGen Chagnon for his leadership and guidance and welcome BGen Lambert as we continue to serve our C&E Family.
