On behalf the C&E Family, The Branch Leader – Brigadier-General James Lambert, CD – extends his congratulations to Fred Whichelo on becoming the newest member of the C&E Branch and Royal Canadian Corps of Signals to attain the rank of Colonel.  Colonel Whichelo was promoted to his present rank and station at Canadian Forces Intelligence Command Headquarters.  General Lambert to the left, placing the new rank devices and gorgets on Colonel Whichelo’s uniform.
