1. AFTER MORE THAN 28 YEARS OF LOYAL AND DEDICATED SERVICE TO CANADA, THE CANADIAN ARMED FORCES AND THE COMMUNICATION AND ELECTRONIC BRANCH, CAPTAIN D. BOUCHER WILL RETIRE ON MARCH 1ST, 2018.

2. BORN IN THE SMALL COASTAL QUEBEC VILLAGE OF BERGERONNES, CAPTAIN D. BOUCHER ENROLLED IN 1989 AS AN ELECTRONIC TECHNICIAN. FOLLOWING HIS BASIC, LANGUAGE AND TECHNICAL TRAINING IN SAINT-JEAN-SUR-LE-RICHELIEU, HE WAS ASSIGNED TO THE TELETYPE AND CRYPTOGRAPHIC EQUIPMENT TECHNICIAN TRADE.

3. PRIVATE BOUCHER’S FIRST POSTING WAS IN 1991 WITH THE 711 COMMUNICATION SQUADRON IN VALCARTIER AS A COMMUNICATION CENTRE SUPPORT TECHNICIAN. HE WAS ALSO INVOLVED THERE WITH THE IMPLEMENTATION OF THE BASE FIRST COMPUTER NETWORKS.

4. HIS SPORTY SKILLS WERE NOTED BY THE 715 COMMUNICATION SQUADRON IN SAINT-HUBERT WHERE CORPORAL BOUCHER WAS THEN POSTED IN 1996. HIS TELETYPE TECHNICIAN TASKS PROGRESSIVELY CHANGING INTO INFORMATION SYSTEM TECHNOLOGY, HE WORKED IN BASE COMPUTER SYSTEM SUPPORT UNTIL THE CLOSURE OF THE ST-HUBERT GARRISON. DURING THIS PERIOD IN 1997, WHILE BEING A REFUGEE HIMSELF FROM THE ICE STORM, HE RECEIVED AN INDIVIDUAL HONOURABLE COMMENDATION FROM THE CFB MONTREAL COMMANDER FOR HIS LEADERSHIP DURING OPERATION RECUPERATION.

5. POSTED TO THE SAINT-JEAN GARRISON FOR TWO YEARS, HE IMPROVED HIS KNOWLEDGE IN TELECOMMUNICATION TO THEN BE TRANSFERRED TO THE SCHOOL OF MANAGEMENT AND LEADERSHIP FOR THE PROJECT OF RE-OPENING THE MILITARY COLLEGE OF SAINT-JEAN IN 2000. AS THE ONLY COMMUNICATION AND ELECTRONIC BRANCH MEMBER ON SITE, MASTER-CORPORAL BOUCHER WAS EMPLOYED IN EVERY TASK RELATED TO TELECOMMUNICATIONS, FROM DESIGN TO SUPPORT, ON TOP OF SUPERVISION. HE RECEIVED THERE ANOTHER INDIVIDUAL HONOURABLE COMMENDATION FROM THE CANADIAN DEFENCE ACADEMY COMMANDER FOR HIS PARTICIPATION TO THE PROJECT.

6. IN 2006, SERGEANT BOUCHER TRANSFERRED TO OTTAWA WITHIN ADM(IM) AS A SECURE INSTALLATION SYSTEM DESIGNER FOR DGIMO. THE THREE YEARS HE SPENT THERE ALLOWED HIM TO VISIT NUMEROUS LOCATIONS IN CANADA AND ABROAD SUCH AS AFGHANISTAN, AUSTRALIA AND EUROPE.

7. WARRANT OFFICER BOUCHER USED HIS KNOWLEDGE IN CRYPTOGRAPHIC DEVICES TO BECOME LIFE CYCLE MANAGER FOR THESE EQUIPMENT IN 2009, STILL WITHIN ADM(IM).

8. IN 2012, MASTER WARRANT OFFICER BOUCHER WAS POSTED TO GATINEAU WITHIN ADM(MAT). FIRST AS AN ARMY CRYPTOGRAPHIC LIFE CYCLE MANAGER DURING ONE YEAR, HE THEN ACCEPTED AN OFFER FROM DGLEPM TO CONTRIBUTE INTO THE CLOSE COMBAT VEHICLE PROJECT, WHICH ENDED WITH THE CANCELLATION OF THE INITIATIVE AT THE END OF 2013. DASPM WELCOMED HIM AFTERWARD AS A METEOROLOGICAL EQUIPMENT LIFE CYCLE MANAGER IN SUPPORT OF THE ARTILLERY.

9. IN 2016, CAPTAIN D. BOUCHER TOOK HIS COMMISSION AS A SIGNALS OFFICER AND CAPTAIN BOUCHER REMAINED EMPLOYED WITHIN DASPM AS OPERATION OFFICER, A TASK THAT PUT HIM RAPIDLY TO THE TEST DURING THE ADM(MAT) OFFICES BLAZE IN 2016.

10. FINALLY IN 2017, CAPTAIN BOUCHER RETURNED TO OTTAWA WITH ADM(IM) WITHIN DGIMPD AS THE CLASSIFIED SYSTEMS INSTALLATION MANAGER FOR THE CARLING CAMPUS PROJECT.

11. THROUGHOUT HIS CAREER, CAPTAIN BOUCHER WISHES TO MENTION HE WAS BLESSED TO MEET EXTRAORDINARY PEOPLE AND HE WANTS TO THANK THE ENTIRE DND COMMUNITY HE DEALT WITH FOR THEIR FRIENDSHIP, CAMARADERIE AND PROFESSIONALISM.

12. DANIEL AND HIS SPOUSE, HIS PARTNER FOR THE LAST 27 YEARS, WILL REMAIN IN THE NATIONAL CAPITAL REGION AS HE RECENTLY ACCEPTED AN OFFER FROM THE PUBLIC SERVICE WITHIN ADM(IM) ORGANIZATION AND WILL CONTINUE TO WORK ON THE NEXT DEFENCE HEADQUARTER WITH THE CARLING CAMPUS PROJECT.

13. AN INFORMAL RETIREMENT LUNCHEON UNDERLYING THE CAREER OF CAPTAIN D. BOUCHER WILL TAKE PLACE ON MARCH 9TH, 2018 AT MALONE’S LAKESIDE GRILL, LOCATED AT 1001 QUEEN ELIZABETH DRIVE, OTTAWA.
